  1. General:-
  2. The University Library will ordinarily remain open on weekdays from 10.30 a.m. to 5.30 p.m. and remain closed on Sunday and other University Holidays.  The librarian will notify timings of availing library facilities and services from the to time

Membership

  1. Only valid members of the University Library will be permitted to use any of the library facilities or services. 
  2.  

The following persons will be eligible to be members of the Library.

  1. Members of the University authorities and bodies while they are members of respective authorities and bodies.
  2. The University Teaching and non-teaching Staff.
  3. Contributory, adjunct and visiting teachers of the UniversityOther confirmed Teachers in affiliated senior colleges and recognized Institutions With recommendations of and on Guaranty form their Head of Institution.
  4. Students who have enrolled their names in the University for graduate and Post-graduate studies, research and Diploma and Certificate courses run by the University.
  5. Other persons admitted with special permission of the Librarian under the Category of “general members or “visitors”.

General members:

 

Confirmed Teachers in affiliated senior colleges and recognized Institutions with recommendations of and on Guarantee from their Head of Institutions. Retired teaching and non- teaching staff of the university Any other person intending to use the library facilities with recommendations of and on Guaranty form the Head of any affiliated college or recognized Institution. 

    1. Visitors:
  1. Contributory, adjunct and visiting teachers of the University during their term of appointment
  2. Others Visitors.

Associate members
Associate library.
External Post-Graduate Student members
Membership fees, deposits, changes for various library services, fines and others emoluments and materials to be issued to a member on lone, duration, and other entitlements of a member will be as follows.
Changes in emoluments and entitlements of members will be informed time to time.
Emoluments and entitlements of a member

  1. Identity cards and Readers Cards will be issued by University office to all the members

All the members must bring their Identity Cards while entering in the 
Library premises

  1. The Librarian on application for membership in the prescribed form will issue Identity Cards and Readers Cards to eligible persons. Such cards will ordinarily remain in force for one year unless cancelled by the Librarian. It shall not be transferable.
  2. Before entering the library, every member mentioned in rule 3, will show his/her Identity Card issued by the University Office to the authority/staff member at the counter and deposit all his/her belongings, such as private books, an umbrella, a stick, a hat, a bag or plastic bag at the counter excepting the books, periodicals or other materials he/she has to return to the Library.

Every member mentioned in Rule 3 will show his/her Identity Card to the authorities and staff members of University Library whenever demanded in Library premises.

  1. Every person on entering the Library will write his/her name, with other details decided by the Librarian in a Register kept at the counter for the purpose and will sign the Register.
  1. Every member shall leave the Library immediately after the caution bell, which will be given ten minutes before the closing hour of the library.

 

  1. Every member before leaving the reading hall will return the book or books to the Assistant In-Charge at the issuing counter and must not he replace the book or books on the shelves.
  1. Smoking, spiting, loud conversation and similar objectionable practices are forbidden in or near the library premises.

 

  1. No tracing or mechanical or electronic reproduction from books or other material shall be made except with the prior permission of the Librarian.
  2. Members shall not write or make any mark upon, disfigure or otherwise damage any book, periodical or any other material belonging to the library.
  1. Members will be held responsible for any damage or injury done to the books or other property belonging to the library and shall be required to replace such books or other property damaged or injured and shall have to pay the full value thereof as determined by the library authorities as per Table II

 

In case a student member fails either to replace the book or to pay the cost of the book, reported as lost by him/her, declaration of his/her result will be withheld.

In case a non-student member fails either to replace the book or to pay the cost of the book, reported as lost by him/her, the librarian with the consent of library committee may take suitable action.

  1. The library authorities and staff members or the library Attendant at the entrance and exit counter is authorized to examine everything that passes into or out of the Library.

 

  1. The Librarian shall have power to suspend the use of the card of any member or deny the use of any facility in the library to any member, or suspend membership, if the member is found neglecting to comply with any of the rules.

In addition to the suspension of the membership, the Librarian shall also have powers to recommend to the library committee, cancellation of membership, if the member is found neglecting to comply with any of the rules.

  1. All receipts of the library including Library fine, amount collected towards membership and amount collected for services by the Library, etc., shall be remitted to the Accounts Section at least twice every month

(I.e. in the second and last week of the month)

Special Rules for Theses, Dissertations, MSS, Rare books Art Books : -

  1. Theses and dissertations in all subjects, forwarded by Registrar to the University Library, will be in the sole charge of the Librarian.
  2. These shall be available for reading on demand to the members in the University Library Premises only.
  3. Every member desiring to make use of the thesis will sign his/her name with his/her correct address in a Register kept in the thesis room for the purpose.
  4. For reading thesis a member is required to keep his/her Identity Card with the Staff working in the Reference Section.
  5. Only one thesis at a time twill be issued for reference.

II –ACQUISITION OF BOOKS:-


PROVISIONS OF ACCOUNTS CODE:-

  1. At the commencement of the year, the Librarian shall invite offers form the prospective book sellers and publishers regarding their terms and conditions and rates of trade discount subject to which books will be supplied to the Library through out the year.
  1. The book sellers shall be asked to quote percentage of trade discount, exchange rates of foreign currencies at which the books will be supplied and while accepting the quotation, both the exchange rates and discount shall be taken into account for arriving at a price.

 

  1. The Librarian will place the quotations furnished by various Sellers before the Library committee for consideration.
  1. The Library committee shall recommend to the Management council the acceptable rates of discount, exchange rates and other terms and conditions at which the books shall be purchased buy the Library during the year.

 

  1. The Librarian shall purchase books, periodicals, as per the procedure laid down by the Library Committee and the Management Council. In exceptional circumstances the Executive Council may issue such instructions as deemed necessary in respect of purchase as specified above.
  1. In the case of subscriptions to periodicals paid in advance, the Librarian shall report to the list of such periodicals as are not received mentioning the total cost of such issues as are not received at the end of the year. The Librarian shall be personally responsible for adjustment of advances before the end of the year.

 

  1. The accession register of the books purchased by the Library shall be maintained in Form No.36. The entries of the books purchased shall be made in this register from the bills and title pages of the books presented by the booksellers by giving simultaneously the accession numbers to the books.
  1. The Librarian shall purchase the binding material and other library equipment as per rules of the Accounts Code.

 

  1. The Librarian shall verify and check the bills of books and journals and other articles purchased for the Library and shall record a certificate in the following form on the bills. He/She shall, thereafter forward the bills to the Accounts Section and after audit by the Internal Auditor; the Accounts Section shall arrange payment.

This is to certify that,

  1. The books/Periodicals mentioned in invoice No.___________________

dated_________________have been purchased as per the procedure laid down by the Library Committee.
2. The Prices mentioned in the bill have been charged correctly.
3. The subscription payable in advance is correct as per terms and conditions governing the periodicals and the periodicals are being received regularly.
4. The entry is taken in Kardex/Accession Registers at page No.___________
5. No bill is recommended for payment on this account previously.

Librarian

  1. In cases of periodicals subscribed in advance, the Librarian shall take a review every quarter of the actual receipt of periodicals and shall take steps for non-receipt of periodicals. The report shall be submitted to the Library Committee. This shall include the report on publications subscribed at pre-publications price.
  1. The Librarian shall monthly reconciliation regarding the bills sent and those that are paid and claim the grants for books and periodicals form the granting authorities from time to time.

 

  1. After the annual examinations of the Post-graduate courses are over, the

Librarian shall undertake, every year the physical verifications of the 
book and periodicals. It shall be carried out section-wise and shall be 
Arranged in such a way as to carry out complete verification of books and 
Journals of the Library, at least once in every three years. The Librarian 
Shall record a certificate in the following form:-
“Certified that I have verified the books, Journals and periodicals in Section ______________ and found them in order except those missing as listed below. The books listed in the statement are worn out and are required to be written off.

The Librarian shall place the report of missing books and periodicals to be written off along with certificate before the management Council through the Library Committee whose decision in this matter shall be final.

 

    1. The Librarian shall verify every year before 31st June all the Dead stock articles and other equipment in the Library and shall record and shall record a certificate as in rule (12). He shall also submit this certificate to the management Council through the Library Committee along with his report on missing and damaged articles

 

    1. The Librarian shall be held personally responsible for the safe custody of books and articles in his/her charge and that he/she shall take such steps as may be necessary to safeguard against any misuse, theft, damage or otherwise tampering with books, Journals, periodicals dead stock articles, etc. in his/her possession.

 

    1. The Librarian may review form time to time the arrangements made for safe custody including the amount of deposit, fine etc. and submit his/her proposals to the management Council though the Library Committee for orders.
    1. Heads of the department / Library committee shall recommend to the librarian purchase of books, periodicals, journals, etc. and any others equipment and material for lending or others services provided by the library.

The Librarian will place all orders for the purchase of books, Periodicals etc.   
As per the recommendations of the concerned Heads of the Departments 
/Library committee.

    1. All books periodicals or any other material will on receipt be first registered in the records of the Library.

 

    1. Those books decided as “Rare” by library authorities or concerned Head of the Department will be available to the readers in the library premises only.

III LEADING OF BOOKS AND PERIODCALS:-

    1. No book forming part of the reference section or labeled as valuable for its

rarity or for its illustrations shall in any circumstance, be removed form the 
library except with the special permission previously obtained, by the 
Librarian.

    1. No text book, of which there is only one copy in the Library, be removed form the library with the special permission previously obtained from the Librarian.
  1. Manuscript and Arts books will not be issued out and will be allowed to be referred in the library premises only with a special permission of the Librarian.
  2. Important and rare books of which there is only one copy in the library should be treated as “ Reference Book” and be issued to readers subject to rule in the matter.

    1. Loose issues of periodicals or bound volumes will not be issued for use outside the University library premises except with the permission of the Librarian.
    2. No books shall be remove books from the library by any person until he gives a signed receipt to the Librarian for the books he wants to take home. In case any reader tries to take the books from Library without entering on the card his membership shall be cancelled and he shall be charged a fine of Rs.100/- per book. However, Librarian may reconsider the case and his/her decision shall be final.
    3. (I) Books, periodicals and any other materials that have been taken out of the library are liable to be recalled at any time and when so recalled they must be returned at once.

(II) Text-books and other books recommended for further study, reading and for reference for various University Courses shall ordinarily be issued to students and teaching staff members of the respective department/faculties.

    1. Every member must return all books and other material taken on lone from the Library, when called for the Librarian for the stock-taking.
    2. Every reader must return all the books belonging to Library at his/her possession on or before the end of the last working of second term for stock taking without fail. No book will be issued to him/her unless he/her  returns all the books in his/her possession.
    3. The member can withdraw his/her amount of deposit form the University library when he/she ceases to be a member of the library. All pending dues will have to be cleared before withdrawing the deposit.
    4. Even member is expected to check the pagination of the book or damage to any others material before he/she takes it home for use and any defects found should immediately be reported to the Librarian. A member failing to do so will be held responsible for any damage caused to the book or the material.
    5. Books and others material will be issued to members between 11 a.m. to 4.00 p.m. on all working days of the Library.
    6. Members will get books for reading after producing his/her Identity Card.

IV Associate Members / University Retired Teacher:- 
1.  Persons admitted as Associate Members with the special permission of the 
Librarian and guarantee form the University Teachers or an Officer of the 
University.

    1. Any publication marked as reference work, or any valuable book, or any book that is already in use, will not be issued.
    2. The Library desirous of getting any book on loan from the University will have to make necessary arrangements to take and return the book within the specified period.
    3. The borrowing library will have to make good any loss or damage that may happen to the book from the time it is lent out until return to the library.
    4. Every requisition for a loan of books should be forwarded with the name of the person for whose use the requisition is made.
    5. Not more than six books can be borrowed at a time and the period of loan will ordinarily be 15 days.
